In Germany, the EU and other regions of the world, there are strict requirements for the market surveillance of products and the recall of defective products.

Automotive products are still at the forefront when it comes to the number and scope of recalls.

The legislator initially describes the requirements in general terms via corresponding laws and ordinances such as the Product Safety Act, laws in civil law (BGB), the Market Surveillance Ordinance, the Product Liability Ordinance or the Product Safety Regulation (GPSR), which became mandatory in December 2024.

There are so-called “lex-specialis” for certain products. These are legal regulations that govern the handling of market surveillance.

In the training course “Market surveillance, SAGA risk assessment (formerly RAPEX) and recall management for the automotive industry”, consisting of 3 modules, the focus is therefore on the requirements for market surveillance from the EU Framework Regulation 2018/858.

In the training course, participants learn about the rights and obligations of the approval holder and the approval authority or market surveillance authority.

The difference between non-conformity and hazard is a key point here if a SAGA risk assessment (formerly RAPEX) is to be carried out and products ultimately have to be withdrawn from the market.

Optionally, a risk assessment according to ODI (sub-organization of the NHTSA) – for the North American market – can also be focused on.

The various stages of a remedial action (service action, recall, etc.) are explained in the 3rd module of the training course.

Learning Goal

Our training course on market surveillance SAGA risk assessment (formerly RAPEX) and recalls for the automotive industry is designed to give you as a participant quick and easy access to this complex topic.

Important regulations and legal acts are highlighted and explained how you can implement them in practice.

As a participant, you will learn how to use tools and methods to identify deviations and risks.

The focus is on a reliable assessment of the risk posed by a product.

With the SAGA risk assessment, the European authorities have created a uniform standard to assess the risk in a systematic and structured way.

Using the risk assessment according to SAGA, you will practise on at least 2 different practical cases which criteria must be taken into account in order to be able to reliably assess a product defect and derive appropriate measures.

After this training

  • you have the knowledge of the most important legal requirements according to the (EU) 2018/858, the ProdSG, ProdHG and further standards.
  • you know what rights and obligations the market surveillance authorities have.
  • know the SAGA portal and its function.
  • you can carry out a risk assessment in accordance with SAGA.
  • understand the process of a recall and can actively support recall management.

  • For other products, we have corresponding alternative training courses in our program that take into account their specific regulations and methods.
  • In addition to those responsible for market surveillance and recalls, the training is also important for employees who perform tasks as PSB/PSCR (Product Safety & Compliance Responsible).
